France is committed to becoming an artificial intelligence power

2018-10-24

The French government recently launched the "French Artificial Intelligence" campaign to develop artificial intelligence technology from a strategic perspective, give full play to France's capabilities and potential, and help France become a leading country in the field of artificial intelligence. France's profound scientific and engineering research base has created conditions for the development of artificial intelligence technology, but it is still facing problems such as the lack of professional and technical personnel.

With the rapid development of science and technology, artificial intelligence has become an important starting point for some developed countries to enhance their national competitiveness. The French government recently launched a campaign called "French artificial Intelligence", led by the French Ministry of economy, the Ministry of Education and Research and other government departments. experts, scholars and business representatives in related fields are convened to conduct in-depth research on industries closely related to artificial intelligence, such as medical health, automatic driving and transportation, and have studied and formulated the French artificial Intelligence Strategy. The strategy points out that the French government should develop artificial intelligence technology from a strategic height, give full play to France's capabilities and potential, and help France become a leading country in the field of artificial intelligence.

In the first half of this year, French President Macron announced that the French government will invest 1.5 billion euros in the development of artificial intelligence in the next five years for scientific research and innovation projects, industrial projects and encouraging start-ups. Of this amount, € 0.4 billion was spent on tenders for scientific research projects and disruptive innovation research, and € 0.8 billion was spent on nanoelectronics. The analysis believes that the French government's move is to make France an artificial intelligence power.

The "French Artificial Intelligence Strategy" puts forward the concept of "people-oriented, welcoming the era of artificial intelligence", and lays a good mass foundation for the development of artificial intelligence by allowing the general public to understand, trust, recognize and adapt to artificial intelligence technology. The strategy requires government departments at all levels to formulate corresponding measures to support the implementation of artificial intelligence applications and carry out special training for civil servants, which is intended to help them become pioneers in the application of artificial intelligence. In basic education, artificial intelligence is encouraged to enter the classroom. Digital education starts with dolls and starts to set up relevant courses from primary schools. At the same time, France has transformed regional public institutions into experimental sites across the country, opening up the entrance to the application of artificial intelligence technology in the service field.

In order to enable France to fully realize its capabilities and potential in the key areas where artificial intelligence will lead the future, the "French Artificial Intelligence Strategy" also puts forward a number of specific recommendations, covering many fields from research and development to technical training. For example, in terms of financing, it is required to strengthen public-private cooperation to attract financial support; in terms of promoting technological progress, establish various platforms to strengthen the sharing of data, technology, and resources between research groups and enterprises, and increase the conversion rate between research results and industries. Further promote and popularize advanced technologies; accelerate cooperation between the government and enterprises, increase policy preference and financial support, and increase enterprise activity.

France's deep scientific and engineering research base has created conditions for the development of artificial intelligence technology. At the same time, in terms of research, training, technology transfer and new ventures, France also has a unique and dynamic ecosystem that can nurture future talents in artificial intelligence. At present, France is extremely rich in artificial intelligence research. It has performed well in many fields, such as automated learning, knowledge representation, reasoning models, heuristic research, autonomous factors, multi-factor systems, network semantic description, natural language processing, robotics, visual technology, shape recognition, cognitive modeling, neural information systems, and so on. In addition, France's diversified artificial intelligence research also maintains close ties with information technology, as well as other major research fields such as mathematics, cognitive science, and social science.

However, Tan Jia, an associate professor in the French Department of Beijing Foreign Studies University, pointed out that there are also some defects in French artificial intelligence research, mainly in cutting-edge research, technology transfer, data acquisition, education and training, and so on. Data is the most important "fuel" in artificial intelligence research. If you want to obtain reliable predictive models, you need to calculate huge amounts of data. At present, France has two major shortcomings in data. One is that certain types of data cannot be obtained due to protection, such as personal data or technical data in certain fields; the other is the lack of French data, especially at the ML stage. Data required.

Faced with the growing demand for artificial intelligence solutions, experts pointed out that France should train more experts and researchers in related scientific fields. On the whole, French artificial intelligence education has stopped at the master's stage, which meets the professional requirements of general enterprises to a certain extent, but it is difficult to meet the requirements of start-ups or top enterprise groups in the field of artificial intelligence. The lack of education has caused many young French engineers and researchers to go abroad to seek development opportunities. France needs to strengthen the attractiveness and competitiveness of the education and teaching ecosystem. (Economic Daily reporter Xu Huixi)
